The Kaipara District Council has achieved strong trust with their communities and created a positive image of the Council locally and nationally. Like all Councils, Kaipara District Council is responding to reforms and changes in strategic direction which has given rise to new opportunities.

The Council is searching for a GM of Strategic Improvement who is an experienced people leader and business partner, capable of taking a broad view of the organisation and all its stakeholders. This role, reporting to the CEO, will oversee the functions that set the strategy and long-term planning direction for the council and determine the improvement workplans for the Implementation and Delivery functions.

This role is responsible for:

  • Driving positive, strategic change towards a new future of work for the region
  • Overseeing and leading Council's long term planning and delivery functions including asset management, engineering services, project and programme delivery, information technology, service planning, workforce planning and strategic planning.
  • Lead the strategic development of business continuity plans for service areas and ensure they are actionable
  • Manage the acquisition, design, building, operation and maintenance of Council infrastructure assets in accordance with asset management plans
  • Leadership and growth of a talented team with high delivery expectations

Your background will include:

  • Experience at a strategic senior leadership level, preferably in local government
  • Tertiary qualification in a relevant field or equivalent work experience
  • Experience of developing strong partnerships with stakeholders to influence the right outcomes for council
  • Deep understanding of council processes and experience of manoeuvring comfortably through complex policy, organisational and political dynamics
  • Proven ability to lead, influence and motivate a team to foster a positive culture
