Chief Advisor, Whenua Māori and Marae Pathway (WMMP)

Fixed Term or Secondment to March 2025

 

Our Purpose - Ā Mātou Kaupapa

In response to the complex recovery of regions affected by the Auckland Anniversary Weekend floods, Cyclone Hale, and Cyclone Gabrielle, the Cyclone Recovery Unit (the CRU) was stood up in March 2023 and is hosted by the Department of the Prime Minister and Cabinet.

The purpose of the CRU is to support the Chief Executive Cyclone Recovery to coordinate cross-government work on cyclone recovery; to support locally led engagements with communities, iwi, business, and local government; coordinate planning and reporting; and ensure alignment with broader policy decisions on long-term resilience.

 

Mō tēnei tūranga mahi | About this role

The Chief Advisor WMMP's main purpose is to provide sound guidance and advice on the design, delivery and risk management of the WMMP.  The key areas of focus for the role include: 

  • Advise on key risks, and appropriate mitigations, to ensure sound decision-making and implementation of the WMMP across the eligible residential properties, marae and other 'in scope' cultural assets.
  • Provide peer review of CRU's WMMP engagement advice, plans and proposals for their appropriate consideration of whenua Māori rights and interests, and other applicable tikanga.
  • Provide input to policy and implementation workstreams, contributing knowledge of Treaty of Waitangi/Te Tiriti o Waitangi obligations and whenua Māori for both the delivery of the WMMP and broader policy advice and can propose and develop pragmatic solutions.
  • Advise on, and support of CRU engagements with WMMP marae and residential property interests to scope, present and finalise funding support packages.
  • Chair the Cyclone Recovery Māori Advisory Group and oversee the coordination of actions by the secretariat arising for report-back.
  • Support the Deputy Chief Executive to give effect to and administer the Cyclone Recovery Kawenata with Tairāwhiti Iwi; and other iwi engagements for which the CRU has lead responsibility.

Ko wai koe | About you

We welcome interest from candidates who offer the following knowledge and experience:

  • Well-developed understanding of Te Tiriti o Waitangi/the Treaty of Waitangi and its application to public policy, programme design and Crown relationships with Māori.
  • Well developed understanding of tikanga Māori and perspectives, and their application to policy advice, risk management and engagement approaches with Māori.
  • Proven senior-level experience in public policy and programme design roles, and ability to lead and contribute to good public service.
  • Authentic relationship management skills and evidence of working with whanau, hapu, iwi - strategically to achieve mutually beneficial outcomes.

Ta matou e tuku | What we offer

Salary range $180,000 - $200,000 p/a including Kiwi Saver contributions.

The CRU is based in Wellington and the team will operate from new offices centrally located.
