  • Manage the NZ Transport Agency Waka Kotahi portfolio management practise development and ensure the link to existing project and programme capabilities
  • Support enterprise and portfolio level business planning through good planning and portfolio process and excellent working relationships with the delivery portfolios.
  • Be proactive about delivering a NZTA business plan by engaging the stakeholders and supporting a 'yearly/continuous planning' approach.
  • Be part of an Enterprise Portfolio Management Office that is focused on lifting organisational capability to deliver with efficient and effective practices.

The Senior Advisor - Portfolio Management will:

  • Establish and embed a portfolio management capability across NZTA, including the ongoing support of the Portfolio Offices,
  • As a priority, assist with the establishment, embedding, and maintenance of the portfolio financial management, and Enterprise Resource Management processes
  • Engage with Portfolio Offices and senior managers on good practise portfolio management and why it is of value to them,
  • Support enterprise and portfolio level business planning through good process and excellent working relationships with the delivery portfolios,
  • Be proactive about delivering a NZTA business plan by engaging the stakeholders and supporting a 'continuous planning' approach,
  • With colleagues in the EPMO and beyond, establish an enterprise capability for portfolio reporting that provides useful insights to business and executive decision making against the business plan,
  • Establish and facilitate regular a Portfolio Management Community of Practice that allows for knowledge sharing, best practices, and continuous learning to enhance Portfolio Management effectiveness, and
  • Coach and guide the development portfolio management practises and capabilities that enable excellence in business planning and portfolio delivery.

The ideal candidate for this role will bring:

  • Sound understanding of portfolio management through its practical application in one or more organisations.
  • An ability to balance practical, user-oriented approach to frameworks with expected good practice and understands the difference between core principles that must be applied and what can be adapted to suit portfolio circumstances.
  • A strong understanding of business planning, portfolio selection and portfolio delivery and how to raise that capability in an organisation.
  • Experience in provision of senior management level reporting on delivery performance and is proactive about getting targets to where they need to be.
  • A desire to share what you have with others, while maintaining your own expertise.
  • Curiosity about how things work and will look for opportunities to make things work better and more efficiently for those who use our services. You will make sure that changes can be adopted by our portfolios.
  • A drive to ensure that 'practise becomes permanent' and that our embedded capability leads to good delivery outcomes.
  • Collaboration and joined up thinking: we need to strengthen all parts of our P3M system. This will include working with colleagues in other parts of NZTA Waka Kotahi.
  • An ability to see stakeholder's points of view and express decisions and other information in their language.

The EPMO team exist to ensure we are helping NZTA make the right change, the right way through the strategic alignment between our change initiatives and the organisation's objectives and outcomes, and to lead collaboration, consistency and connection in a way that creates an overall improvement in the results of change initiatives for the organisation.

In that regard, this role provides portfolio management expertise across our organisation. Business planning is considered part of the 'portfolio definition' component of portfolio management. The role will work directly with Portfolio Offices to see that the core principals are embedded in portfolio practice, so that good practice portfolio definition and delivery practices are well understood, embedded and applied.

The role works with our financial, investment, performance and assurance services to plan outcomes that can be successfully delivered and add measurable value.We work across the delivery portfolios and with our other colleagues in NZTA to ensure we can be successful together.

We have a challenging roadmap of improvements to implement over the next couple of years and we are committed to seeing the roadmap done and done well.
