We have an important role in supporting the Crown in its relationships with Māori under te Tiriti o Waitangi | the Treaty of Waitangi. The government is committed to improving services and outcomes for Māori and strengthening the Crown's relationships with Māori.

We are responsible for designing community-based systems of care, agreeing health and wellbeing plans, executing those plans, and monitoring outcomes which then feed into the design process. We work in partnership with our Te Whatu Ora colleagues to shape system-wide public health services across the motu.

The Senior Service Development Manager is a member of the Mentally Well life course team tasked with supporting the development and implementation of new models of service delivery and agreements to improve their life course area and radically improve Māori Health and eliminate inequities. The Senior Service Development Manager has strong relationship management and influence skills and negotiates & manages contracts through strong provider and sector relationships.

Ngā pūkenga me ngā weako | Skills and experience

  • Comprehensive understanding of mental health and addiction services in New Zealand, particularly specialist mental health and addiction services which are targeted towards people with more acute and complex mental health and addiction needs.
  • Demonstrated experience in a senior level commissioning role where you have designed, planned, organised, purchased, and monitored mental health and addiction services, including services targeted at people with more acute and complex needs.
  • Demonstrated experience leading the development and delivery of investment strategies for the mental health and addiction system and services, including the full commissioning of services.
  • Demonstrated experience with the procurement and contracting of mental health and addiction services, including contract management and oversight, and performance monitoring.
  • Excellent relationship management skills with demonstrated experience developing, maintaining and influencing relationships and partnerships across sectors and organisations including with Māori and Pacific peoples and groups at a senior level.
  • Demonstrated analytical skills with the ability to think conceptually and anticipate the impact of decisions on long-term outcomes, including financial outcomes, and to develop/recommend responses in consultation with key stakeholders.
  • Excellent time management skills with the ability to prioritise tasks in a fast-paced environment.
  • Strong written and oral communication skills with the ability to tailor complex messages to a range of audiences.
  • Preferably, an understanding of the machinery of government and experience with writing for Ministers and responding to requests such as OIAs, written parliamentary questions (WPQs), and Ministerials.
